Garyuu ougi throws are a pain to setup since they only work on specific types of enemies. Normal throws are obtained in this order: super light light medium heavy super heavy
I got the super heavy throw while at the final dungeon. It throws nearly everything, except dragons and the giant fish it seems. I think garyuu ougi can throw those though.
