You need to download a full ver. of a proper commercial CD burning software suite. Something like Easy CD Creator.
What you've downloaded are CD images. You need to use the Burn/Create From CD/DVD/Disc Image function to burn from the CD image files onto discs.
I've never burned a Dreamcast game myself, but back then my friend had to use the Discjuggler software b/c it let you burn a dummy block of blank data into the interior of the CD, leaving just enough space to burn the actual image data on the outside of the disc. This meant the entire disc was taken up by the write process. I don't know if this applies to Playstation discs.
Btw, you can get all of these titles off torrents via mininova.org by searching for "easy cd creator", "discjuggler", or "recordnow". Those are three separate titles. Give'em a try.
