I think it just takes too long for enough chestnut trees to get in enough growth and produce enough nuts. Chinese trees are resistant to the blight but not completely, so they can get killed off, too... :/
They do make chestnuts in syrup in Japan so sometimes I buy imported ones, but they're really different! They're yellow and angular (http://thumbnail.image.rakuten.co.jp/@0_mall/syunnosyokutaku/cabinet/00713051/img55648530.jpg) and possibly meant to be an accompaniment to green tea with no adornment.
